A study on Brazilian educational finance in connection with State policies for the sector during the past twenty years, approaching basic schooling from the standpoint of the behavior of receipts and expenditures of the education tax (salário-educação) and looking at higher education mainly from the perspective of resources assigned to federal universities. Discussion of the origins of and changes in the education tax, seeking to identify their political roots and giving special attention to the scholarship system designed to support private schools. Analysis of the allocation of public funds to higher education, placing it under the modernizing project of the State and concentrating on the autonomy of federal universities as it relates to policies oriented toward shaping the institution according to business like patterns of organization and operation.
