This text analyses the administration of the municipal education, having in mind the historical reconstruction of its organization, in four cities of Rio Grande do Sul, Brazil. The municipal strategies of education are not homogeneous among themselves, in spite of having many similar aspects in common, such as, for instance, the permeability. Permeability develops along with the history of administration of municipal education and its strategy, through which the powers hierarchicly separated (Union and federalized state) impose their own conception of public welfare at local levels.
