Abstract

This article tries to make explicit the present dominant lines of the Law of Directives and Educational Bases. The new law institutes a formidable inversion in the Brazilian teaching structure. Instead of the traditional control at the grassroots level and in the educational process with more freedom in the product, the new law makes the base and the process flexibile and establishes a never before seen control in Brazilian education. To the former procedural line of flexibility, it opposes the evaluation of school return as being of sole competence of the Federal level.
