Abstract

This article aims to analyze the evolution of access to daycare in Brazilian municipalities in the first five-year period of the Plano Nacional de Educação [National Education Plan] (PNE) in force. Therefore, educational attendance indicators for 5,565 Brazilian municipalities were calculated and analyzed for 2014, which represents the start of the PNE, and 2019, its fifth year in force. For this calculation, enrollment and population data for children up to three years old were used. The results showed a country with poor access to daycare; some municipalities, on average, were only able to find a place for children in the fifth year of the PNE, 32.2% of children up to the age of three. There were also inequalities in access associated with socioeconomic status, regional distribution and the location of the municipalities.
