Abstract

This article seeks to understand whether and how national plans have made progress in terms of standardizing the collaboration regime in education, based on a qualitative analysis of the literature and data collected from documents and laws. Based on this, it shows that the Plano Nacional de Educação [National Education Plan] (2014-2024) is an important instrument of national standardization and coordination that has contributed to reducing regional inequalities and establishing minimum standards, as well as mentioning the collaboration regime as central to Brazilian education policy. However, little progress has been made in strengthening state-municipality collaboration. The experiences result from the diffusion of ideas based on the circulation of actors at sub-national level and the relationship between state and non-state actors.
