Abstract

The text focuses on the principles contained in the Institutional Development Plan (PDI) of four Community Higher Education Institutions (ICES), two located in Rio Grande do Sul and two located in Santa Catarina. The purpose is to analyze them according to three analytical categories taken from Paulo Freire’s works: openness to dialogue; autonomy and emancipation. The documentary analysis portrays the procedures adopted in the construction of empirical data, according to the approach of Bacellar (2005). The study looks at the current scenario of Higher Education which indicates a process of commercialization that challenges the movements of universities, especially non-profit, community universities due to their nonstate public nature, legitimized by Law n. 12.881/2013. The central argument of the text is built around the following problematization: How to articulate the logic of the market with a human and quality professional formation, as opposed to the objectification of the training and professional projects? Among the results of the study are the prominence of the purposes of the community universities and indicators articulated with the generation of human capital and the generation of knowledge capital, considered as possible alternatives to position the ICES as institutions that will not be absorbed by the Education scenario as a business, despite the permeable boundaries between inside and outside the academy.
