Abstract

The proposal for a technical Senior High School, included in the 5.692/71 law, has stimulated many kinds of resistance and critics. Its inviability has been emphasized because of the conception itself of the technical Senior High School and its antagonistic goals established for this grade, that is the termination and continuity. Although the principles of termination and technicality are valid for a significant part of the students, who present themselves for the Senior High, one can not forget that the graduation at this level be cotinuously the natural access road to College. In 1976, the State school sistem has began the effective instalation of the technical Senior High, proposing, accordingly to the prevailing law and the philosophy which served to her base, three pedagogic standards: one that offers full capacity, preparing a professional of medium level; a second that offers parcial capacity, preparing an auxiliary professional; a third that offers basic knowledge, shaping the person for labor groups, without specific orientation for a determined line. Based in the principles that have orientated the reorganization of the Senior High Sistem, one can say that the new technical policies have searched to remove distortions or anomalies, that there were in the sistem. Based in the 1976 and 1977 enrollment data it was forecasted for 1978 a percentual registration distribution for the 2nd year of the Senior High, by economical sectors, more consistent with the state situation, concerned to the relatio manpower distribution by Economic Areas, with larger concentration in the secondary sector, then in the terceary one.
