Abstract

This article discusses the main characteristics of the elementary education in the rural context of northeast Brazil, putting them against the decentralization proposal for such education. Firstly, a general overview of the ways through which the elementary education network is organizedand operates in the countryside of the states of Ceará, Pernambuco and Piauí is offered. Secondly, it is called in question if such states and their municipal districts would have the necessary economical and political autonomy to interfere in the quality of education, given to the population. Finally, it is discussed if community participation in fighting for its own benefits represents an effective possibility, as it is suggested by the new educational proposals for the rural areas.
