Deconcentration and decentralization are terms frequently misused, when suggested as solutions for the Brazilian state present political-institutional impasse. The article intends to clarify the issue, without overvaluing decentralization. The latter is examined in its three modes: from direct to indirect administration, from one to other governing level, from the state to civil society. Decentralization may be an instrument toward democratizing the state and reaching better social justice, once some main principles are followed; but the article also points out the hindrances to be aware of, which may come out when launching a process of decentralization.
