Abstract

Within current national debate on decentralyzing the school system, the paper identifies in recent analyses a trend towards adopting democratic patterns of articulation between the State and municipalities, aiming at an effective universalization of basic school. It describes concrete efforts on this direction made within the educational policy of Arraes Administration in the State of Pernambuco (NE of Brazil) between 1987 and 1990. In a context of decline in federal funds for the State, the new joint-action pattern allowed better use of public school premises, larger school coverage, the elimination of duplicated work in education boards; and the newly adopted technical and pedagogical measures point out to the overcoming of long-lasting political-clientelistic practices in the educational sector.
