The education of small children in Brazil forms a field within public policies that faces - both in the scope of action and of ideas - a twofold bid (assistance x education, private x public sponsoring) which appears neatly in constitutional text of 1988. This article analyzes the mass model of preschool education set up by military government from the mid-60's through the political "opening" of the mid-80's, and also shows local administrations' resistance to the centralizing model defined by federal agencies.
