Abstract

This paper discusses the consolidation of basic schooling in the State of São Paulo since the educational reform introduced in the 70's, given the fact that the participation of local power in basicschool coverage is the lowest in the country. Based on secondary data and case studies, it analyzes the contributions of the State and counrtries concerning offer of classes, operational staff admittance, and student support services. The analysis of the relationships between State and local administrations, within the complexity of resource allocation to the various educational levels and spheres, leads to suggesting measures for the process of decentralization aiming at the improvement of basic school quality.
