Abstract

The population that has access to written matters being unequally divided into "literate" and (true) "readers", school systems worldwide are led to reconsider, rather to begin considering, teaching reading. This paper makes a brief exposition of the very nature of writing and reading, as well as the reader status, and discusses the conditions needed so that a child can read, suggesting steps for a broad policy that allow all children to attain effective reading.
