Abstract

This article analyzes the new technologies of social regulation in the Argentine educational reform, taking training, skills training, and teaching work and practices as its axis. It locates the Argentine process within the international reform movement, undertaken on the worldlevel in the 80's, and in various Latin American countries in the 90's with the strong presence of the international financing agencies against the backdrop of structural adjustment policies. The heart of the work alleges that the Argentine reforms constitutes an integral strategy whose efficacy resides, in large part, in the technologies of control in teacher training and practices. Among those analyzed are: the obligatory recycling of teachers accompanied by policies of work flexibilization and of reduced employment opportunities; the evaluation of quality as a measure of student return as sources of teaching practice control and the formation of public opinion; the centralization of decision-making and the reduction of participation; the credentialing mechanism of institutions formed by teachers; the decisive presence of specialists in the definition of school themes and the financial decentralization of the educational system. In conclusion, the work offers reflections on tendencies in educational reform and the problems of change.
