Abstract

The study discusses professional teacher training as an issue for the state and for educational policy. It proceedes to reconstruct the theme based on the past, showing that present problems have roots in Brazilian society. Data on "teaching functions" are analyzed showing that in the period from 1994-96 that was an increase in the number of teachers at the primary school level who had either a primary school education (incomplete or completed) or had completed high school, while the number of university trained teachers was reduced. Initiatives from the 90s are discussed including the Fund for Maintenance and Development of Basic Teaching and Valorization of the Teaching Profession and the new Law of directives and National Educational Bases. Finally elements for a policy agenda in teacher training are enumerated.
