This article reports results of an investigation that aimed to examine the culture and power relations in school management in light of contemporary Brazilian educational policies. The conceptual discussion deals the tension between the centralized school organization, on the one hand, and the emerging collective management. We analyze, by the way of a case study in a municipal public school of Recife, how the democratic principle held in the school practice recognized as democratic, as the prospects of the articulation between social regulation and emancipation. The results show a diversity of interpretations of educational segments on the distribution of power in the school organization, which is thought to diffuse organizational formats inherent to the organization shared in process of construction and reflecting cultural diversity.
