The adoption of illiterates, the multiplication of solidary subjects, and the management of illiteracy have been considered in this research as solidary practices whose expected effects are illiteracy reduction and increased civil responsibility for the solution of the countrys social problems. Such an argument was constructed by means of a study of some of the discourses of Programa Alfabetização Solidária (PAS), founded in 1997 as a national policy to eradicate illiteracy in Brazil. The research considered studies of governmentality carried out by Michel Foulcault as well as the analysis of PAS sources which were periodically published (1997- 2000) with a wide national circulation. This research has allowed for a sharp look at themultiplicity of uses of solidarity over the last decades. By intertwining itself with the neoliberal rationality, solidarity was constituted as a strategy to foster literacy of youths and adults at the same time it might potentiate the State´s exemption from this responsibility.
