This study analyses the distance education's (DE) expansion in different contexts of public educational policies in Brazil. The article promotes the history of public policies' discussion and analysis that foster Distance Education (DE) and its implications to the Superior Education's democratization in Brazil. The enrollments' exponential growth for distance education justifies the need to discuss the democratic access, as opposed to the State's press service speech related to the Brazilian population's quantitative reports about Superior Education. As a result, analysis revealed an increased supply of distance learning courses and a movement to promote "emergency" public policies in distance education.
