This article aims at examining the trajectory of the Council on Higher Education in the American Republics from 1958 to 1978. The Council was created in 1958 by the Institute of International Education (IIE) headquartered, based in New York. It was initially funded by the Carnegie Foundation, the Carnegie Corporation and the Ford Foundation. The Council housed, in its staff, US citizens and Latin American intellectuals in in order to develop recommendations for the solution of problems related to higher education in the American continent. Through documentary research, which examined the IIE‘s annual reports, the Anísio Teixeira Archive under the custody of the Getúlio Vargas Foundation's Center for Contemporary History and Research in Brazil and the Annual Reports of the Higher Education Personnel Improvement Commission (CAPES) it was possible to pinpoint the decisions of the Council and understand the public policies for proposed higher education in the American republics.
