This paper analyzes two researches about public policies of Early Childhood Education (ECE) carried out from the point of view of teachers and family members – one in the municipality of Nova Iguaçu, in the Metropolitan Region of Rio de Janeiro, and the other in the municipalities of Rio de Janeiro and Nova Iguaçu. The objective is to acknowledge what the participants say about the quality and the perspectives of the service offered to at this educational stage, using documental/bibliographical research and semi-structured reviews as methodological strategies. The text (i) addresses the municipalities researched and the context of the service; (ii) analyzes the speech of people who is on the front line to understand how they perceive the public policy and its reflection; and (iii) highlights the attributes and/or requirements that confer quality to ECE and their perspectives. The results show that ECE is consolidated in Brazilian legal framework, revealing, however, a great distance to what is found in practice, expressed in the speeches of teachers and family members, both in relation to access (lack of vacancies), and with regard to the quality of the Education offered in the researched units.
