Abstract

Educational planning, as part of a broader development plan, has not considered education as a governmental tool for human promotion and national awareness raising. According to the analysis of the Setorial Education Plans, educational planning has bees used since the 70's, exclusively to adjust school to the quantitative demand and to cyclic Brazilian economic crises. Education plans are repeatedly prepared as a government priority, but their goals and objectives remain the same plan after plan, term of government after term of government, demonstrating the lack of evaluation methods to enable concrete actions. Moreover, this repetition justifies the continuing failure of school as a social institution, with community responsibilities to be accomplished.
