Abstract

The essay propose is to analyze the conditions in which democracy becomes possible, or limits itself in the reality of Niterói city, in the state of Rio de Janeiro, Brazil, mainly in the field of municipal education. It presents some information about the formation and the economic political evolution of the city, commenting on the State role and the conceptions of democracy, which permeate the questions presented. Making up the comments, it articulates some theoretical formulations presented and discussed, with the narrative and analysis of some facts occurred in the municipal educational system, particularly in the period between 1989 and 1993. Having the report of past experiences as backdrop, the essay concludes, with considerations, about the conditions and the democracy route in the education field in Niteroi, its relations with the State, expressed by the public municipal administration and with the organized civil society in special with the teacher's union.
