The article analyses the process of implantation of a new educational politic in the state of Bahia when the republican system was established, in November 1889. It reports how the republican acclamation happened in Bahia - which was the last province to accept the new system - and synthesizes the biography of the first State governor named by the national Provisional Government, Manoel Vitorino Pereira. It shows that the worrying about the educational reform was one of the main measures in his administration. At that time, it was necessary to the people to know how to read and write to exercise their citizenship and to vote in their representatives in the new system, and less than 10% of the population of the state had those skills. In December 1889, Manoel Vitorino reformed the public education by an act, followed by complementary and regimentary acts in January 1980. The author analyses briefly these act contents. This reform, however; wasn't effectively implanted because of the government changing in April 1890. The new State governor; Hermes Ernesto da Fonseca, four days after he took office, canceled all Manoel Vitorino acts referring to the education, invigorated again, in 1890, the liberal reform of 1881.
