Abstract

This article evaluates some of the main guidelines of the educational policy of the Education State Secretariat of São Paulo, with emphasis on the period from 1995 to 1998 that define the agenda and grant pedagogic and administrative autonomy to the school net. Some of the guidelines aren't elaborated as legal means, but they constitute explicit orientations in official documents that establish the formulation of the policy agenda at the institution. This way, to analyze the official speech, it is considered the main documents related to the foundation of the policy option in the formulation of the Secretariat agenda and explain its objectives to the period of 1995/1998, as well as the legal means that use instrumental/y the concept of autonomy as a synonym of decentralization.
