The article talks about the actual situation of the federal universities, describing the rules that restrict their performance and discusses the context changing not only the financing resources but also the dynamic of the private universities that diminish the comparative advantages that exist in the federal universities and point to the inexorable decline, if there aren't changes. The question of the autonomy is discussed and reviewed together with the financing pattern; a strong dependence of the government resources is associated to bureaucratic controls that are different from the main question, the incessant searching of the academic prestige. Rules to the autonomy exercise that can favor better results of the federal universities and how those ones can be socially more relevant are also discussed.
