This is the first of a series of papers analyzing the last five years of the large-scale evaluation test ENEM - National Secondary Grade Examination. This test comprises five multiple-choice blocks and a test of writing skills, which allow the assessment of the students' capabilities of interpreting their cultural environment. In the mandatory enrollment, the students volunteer to answer a form containing questions about their social, economic, and cultural values. The analysis of these forms make possible the identification of the various elements (inside and outside school) influencing people. With only five years of experience, students have largely recognized ENEM as a self- evaluation tool. The exam has also been useful for admission to universities and the job market. The paper contains a theoretical approach of the exam and its intention is to evaluate students' skills and capabilities at the end of their secondary grade. Since its first edition in 1988, ENEM has been continuously improving the writing test correction methods and trying to make it compatible to the five blocks multiple choice test which has been maintained. Finally, 2003 will be the sixth year of ENEM hoping to continue to aid students in their self-evaluation of their social capabilities and citizenship. This paper aims to help the understanding ENEM's theoretical concepts mainly to non-specialists. Its intention is to make possible broader discussions of the students' performance in the coming years.
