Abstract

This article has been constructed in the field of educational public policies, which are a reference for the literacy process in the first cycle of Basic Education - the first three years of Elementary Education, in an attempt to locate, if convergent and divergent points that normalize the educational praxis, as well as to the definition and concepts that these documents declare on literacy. A comparative content and documentary analysis was carried out on the convergences and divergences of the instructions for the literacy and literacy process in the Laws governing Primary Education, including the preliminary document of the BNCC. With the results obtained in the research it is possible to demonstrate that there is no affinity between the documents that normalize the Brazilian education, when the subject is literacy.
