This work aims to present, from a critical perspective, an analysis of the Capes-PrInt Program, a policy to promote the institutionalization of internationalization in Brazilian universities, formulated and implemented since 2016 and currently in force. To this end, we used document analysis methodologies and interviews with members of the management committee of four Brazilian universities participating in the Capes-PrInt program. As a result, we indicate that internationalization appears to be a highly legitimate aspect of evaluating the quality of academic production, functioning as a central criterion of definition regarding the allocation of resources. The Capes-Print Program has been promoting an institutional dynamic that involves the decentralization of the management of scientific resources combined with their concentration in status quo universities, programs and research groups, promoting their consolidation to the detriment of groups with less internationalized profiles or with regional and local links.
