The conformation of intermediate education throughout the history af Brazilian education has been seen as the most difficult level to conceive, structure and organize because of its characteristic of mediation between fundamental education and 108 professional formation stricto sensu. The tension between the two aims of intermediate education - a perfecting of the knowledge acquired in fundamental education and a basic preparation for work and for citizenship by constructing intellectual and moral autonomy are demonstrated as are the insufficient attendance to the demands by the State through governmental policies for this level of education.
