This paper analyses the question of quality in higher education in Brazil as determined by the parameters used to evaluate the universities. These data together with estimates of the number of doctors and masters who will complete their degrees in the near future, demonstrate the absolute necessity to formulate a policy of institutional support for academic, cultural, scientific and technological development of the state, municipal and private universities. This support would involve the implantation of institutional development programmes allowing for independent young researchers to be inserted into the system.
