The present paper analyses the recent changes undergone in six national Higher Education evaluation systems in relation to the current processes of convergence and internationalization. It is argued that we are facing a "second round" of the Evaluative State (Neave, 1991), with specific characteristics such as changes in the agencies' status, in the purposes of evaluation, in adjustments in evaluation criteria and in the implementation of a new agenda for peer evaluators. Through these changes it is possible lo identify a tendency towards greater governmental and less institutional control of the evaluation processes. This comparative study intends to serve as a basis for reflection on the possible implications of these recent changes lo our evaluation system.
