The study assesses the effects of PROUNI on access to higher education, identifying the conditions of admission, enrollment, cost-student and endurance, through the rate of course conclusion, in a national scale. The research was quantitative-qualitative approach with documentary survey in INEP Portal, Sisprouni and IRS data. The results indicate that PROUNI was responsible for increasing enrollments in the private sector by an annual average of 5.15%. The cost-student was on average R$ 3,381.43/year or R$ 281.78/month per student. The idleness of scholarships averaged 30% and the college dropout was around 10.4%, probably due to students' economic constraints.
