This article presents a reflection regarding the implementation of a participative institutional assessment policy for the Elementary School at the Municipal Education Network in Campinas, state of São Paulo. Aimed to understand the mechanisms involved in the implementation of a public policy. This is a research with a qualitative approach, developed between 2008 and 2009. Many techniques were used such as: observational techniques, documental analysis and semi-structured interviews. For the data treatment we adopted the Content analysis and the triangulation of methods. The results show the perceptions and senses linked to the implementation of the policy, by the managers of Campinas department of education, through the adoption of some categories: motivation for the implementation of an institutional assessment policy; comprehension of the meaning of the institutional assessment policy; and the process of implementation. It is concluded that the implementation of the Institutional Assessment is anchored in participatory processes in defending the quality of basic education.
