The objective of this text is to investigate the main logics of action developed for the implementation of education plans in municipalities of the Metropolitan Region of Greater Vitória. The starting point is the contextualisation of the educational policies scenario in the country in recent years, especially regardng the dismantling of the National Education Forum (FNE) and the constitution of a Forum with popular representation and an equally democratic Conference. From a perspective of cognitive analysis of public policies, this study will aim to present and discuss data on the implementation of municipal education plans in the Metropolitan Region of Greater Vitória. It is hypothesized that along the formulation of the rules of the game, the three municipalities investigated (Cariacica, Serra and Vitória) present their own logic of action for the construction and implementation of their educational plans. The procedures for data analysis consisted ...of participatory observation during the constitution of the plans, carried out in the years 2014 and 2015, and in the documentary and conjunctural analysis of its implementation processes in the year 2018, starting from the Municipal Conferences of Education.
