This article is the result of a dissertation defended in the Academic Master's Degree in Education at the Universidade de Brasília (UnB) and aims to analyze the formulation and implementation of Goal 4 of the 2014 National Education Plan. Guided by the qualitative approach and the methodological principles of the Case Study, he resorted to documentary analysis, semi-structured interviews and the conversation circle. Based on theoretical concepts about the formulation and implementation of public policies, the study focused, at first, on the antagonisms and coalitions of interest that polarized the formulation of that Goal. Subsequently, he discussed the implementation process based on the understanding of the implementers. The results revealed the tensions present during the formulation, especially the disagreements about the inclusion of all students with disabilities, global developmental disorders and High Skills / Giftedness in common classes and disputes involving the financing of Civil Society Organizations that work in the area of special education. It was also possible to highlight the understanding that the implementation agents have in relation to the analyzed policy.
