Abstract

DINIZ JUNIOR, Carlos Antonio. Compulsory and free education in Brazil, Chile and Uruguay: an analysis of changes in the last 30 years. J. Pol. Educ-s [online]. 2020, vol.14, e71914.  Epub Apr 20, 2022. ISSN 1981-1969.  https://doi.org/10.5380/jpe.v14i0.71914.

This paper aims to analyze the normative orders associated with compulsory and free education in Brazil, Chile, and Uruguay. Based on theoretical references that discuss the theme and based on documentary analysis, the paper examines the national constitution, the general education law, and other regulations that regulate mandatory and gratuity. Among its results, it reveals that declarations and other documents edited by international organizations contributed to such standardization within each country. It also demonstrates that, in the case of the countries analyzed, education is considered an important element for the development per documents from international organizations. However, we identify advances regarding the regulation of the expansion of schooling, such documents were not sufficient to ensure the effective access of school-aged subjects.

Keywords : Compulsory education; Gratuity; Brazil; Chile; Uruguay.
