The purpose of this article is to present the analysis on the emergence and development of D.I in higher education in Brazil. The dialectical critical method is adopted to apprehend D.E as a phenomenon inserted in the broader of contemporary capitalist society. In this sense, the D.E is analyzed, inserted in a dynamic of contradictions to capture its essence. Therefore, it is necessary to understand the process of capital in hegemonic countries, and how the globalization of capital, mediated by new technologies, influenced the economic and educational policies around the world, and in particular, in the developing nations. It is concluded that the policy of consolidation of distance education in the country is linked more broadly to the movement of globalization of capital that is based on the idea of technical rationality, in the context of the restructuring capital.
