This article presents the impact of social movements on the financing policy of the first stage of Basic Education, with a focus on Early Childhood Education Forums and the Inter-Forum Movement for Early Childhood Education in Brazil (MIEIB). This is a bibliographic review work that was supported by theorists such as Flores (2010), Bassi (2011), Santos (2015), among others. The contributions of Fundeb to the expansion of Early Childhood Education, the role of social movements in the struggles undertaken in defense of funding for this stage of education and the disputes and tensions that marked the approval of the new Fundeb are discussed. In the end, it is concluded that the participation of forums and MIEIB in this process, through actions such as public hearings, seminars, meetings, manifestos, etc., even in the context of the pandemic that, in this case, took place through the networks was fundamentally important for us to approve Fundeb as a permanent policy.
