This article presents an approach to the schooling trajectory of Youth and Adults with disabilities in Brazilian education, where the objective is to analyze historically the articulation between public policies of the EJA and Special Education teaching modalities. Thus, it is characterized by a documentary analysis on the movement of teaching modalities and the public policies that govern them. Primary and secondary sources of research were used, covering the period from 1990 to 2016. Through a brief analysis it was found that the search for solutions for illiteracy and inclusion is characterized as a process of tensions, conflicts and influences. There was also a lack of coordination between Youth and Adult Education (EJA) modalities and Special Education in public policies, which points out the long way to go so that young people and adults with disabilities have effectively guaranteed the right to quality education.
