This article seeks to discuss the intermunicipal public consortium as a means to contribute to the confrontation of common problems of the municipalities and to the production of integrated solutions in the management of public basic education. For this, it considered the perspective of the federative issue and the regional articulation between municipalities, having as its guide the Law 11.107/2005, which deals with public consortia. It was guided by a qualitative approach and opted for document analysis and the application of a questionnaire with the municipalities of the Intermunicipal Consortium of Education and Teaching of Paraná (Ciedepar). Based on the responses, semi-structured interviews were conducted with consortium managers and municipal managers. As a result, we identified that Ciedepars institutional design aims to improve education management in conjunction with municipalities to produce integrated solutions. We observed a strong integrated planning to achieve goals related to learning and educational assistance in the consortium municipalities. It was also observed that Ciedepars institutional design has been quite innovative in the field of educational policies, creating a network for the implementation of public policies, which is organized by means of an intermunicipal instance, which requires, to some extent, the abdication of a certain degree of autonomy on the part of the federal entities for a better articulation of their actions.
