This article aims to present, in a historical perspective, the conception of educational planning in Brazil. Through bibliographic and documentary research, it seeks to discuss the perspective of education plans present in the Constitution of 1891 to the Constitution of 1988, as well as briefly explore the related infra-constitutional legislation and the plans elaborated in that period. The research is based, in addition to documents such as legal frameworks and plans, on works by authors such as Cury (1998, 2015), Fonseca (2013), Germano (2011), Horta (1982, 1997), Saviani (2016) and others. It shows a movement of discontinuity, fragmentation, centralization and bureaucratization in the planning process as an attempt to constitute an educational policy.
