In the Latin American context, Chile is known as an extreme case in terms of market-oriented policies in education, with high-stakes standardized assessment having a central role both in policy design and in the daily lives of schools. Contrary to the expectation of improvement derived from these devices, there is consistent evidence in connection to their negative effects on teaching, learning and the well-being of school communities. Despite this evidence, the Chilean education system is often signalled by International Organizations as an example that other countries should follow, due to the long-standing trajectory and institutionalization of its quality assessment system. This paper gathers findings from different studies where the author has participated, on which basis a critical reconstruction of the trajectory of these policies is developed, considering their processes of construction and enactment, along with the voices of different actors in these contexts, and the evidence that has been generated about their effects. On the basis of this analysis, the need for moving towards a low-stakes large-scale assessment system with a formative orientation is highlighted, in line with what seems to be an emerging trend at an international level.
