The article seeks to analyse and reflect on the outsourcing to a non-state actor of Portugal's bilateral aid in Guinea-Bissau from 2012 to 2019 as a case study of the problematic role of non-state actors in the education sector in countries of the Global South. The organization analysed was the Fundação Fé e Cooperação (FEC taking into account that since 2012, due to the conflicts and political instability in the country, this organization has continued Portugal's bilateral program in the education sector (Santos & Silva, 2017). Resorting to a documentary corpus and semi-structured interviews, which emanate from ongoing doctoral research conducted at the Faculty of Education at Unicamp, the reflection allows us to infer that the FEC acts in the dimension that Adrião (2018) defined as privatization of the curriculum, here it is the privatization of pedagogical processes stricto sensu, involving the relationships between teacher/student and curriculum knowledge and inputs. The analysis also allowed us to see that this outsourcing of bilateral cooperation has similar contours to what happened in the colonial period, since the FEC is a non-profit entity, connected with the Portuguese Catholic Church.
