Abstract

This article studies and analyzes, through an interdisciplinary approach, the educating and humanizing city capable of promoting the reduction of inequalities and vulnerabilities. One of the premises for this thematic discussion is the current concept of citizenship in democracies, that is, the citizen is not only holder of fundamental rights, but also responsible for fulfilling duties. Citizenship, in this way, reappears as a place of responsibilities, foundation of the Democratic State of Law and, in the present study, of the implementation of the right to the city, which educates and humanizes and does not depend only on the actions of the Public Administration to seek to reduce the inequalities and lessening of vulnerabilities so constant and evident in our experiences. It is necessary to educate the citizen to assume a role that overcomes the passive condition of those who "have the right to have rights", there are several duties so that such rights can be effectived. State and citizens, in several issues, do not act oriented towards the pursuit of the common good, as if they did not recognize duties assumed at the domestic level and in international agendas, especially the 2030 Agenda. There are many advances in terms of legal norms and commitments that result from them, especially the Constitution and statutes, but a lot is still remains to be done for the city to be prepared to receive everyone equally and be a place that effectively transforms people and shapes itself for inclusion, with special emphasis on and agrave; person with disability.The methodology adopted was the analysis of the various normative documents that dialogue to reduce inequalities and vulnerabilities according to the will of the Constitution and strengthening of the Democratic State of Law.
