Abstract

The paper presents arguments, indicating that the “new” secondary education in Brazil and the curricular reorganization via BNCC has its aspects in the theory of competences used in the late 1990s. In addition, it exposes its utilitarian side, prioritizing the demands of the market productive, and the centrality of the evaluation. Therefore, the paper was structured in two moments. At first, the text explains the main policies of the 1990s for secondary education and the similarity with the reform that is being implemented from Law n. 13.415 (BRASIL, 2018). In the second moment, the paper explains the World Bank's analyzes on the need for imperative changes in educational policies with the objective of improving the results of the country's students, considered very weak, leading to a whole apparatus of actions to prioritize large-scale evaluations, reorganizing curriculum and teacher work. Finally, by way of conclusion, the opposition to the reform of Secondary school and the BNCC is exposed as a joint struggle with Historical-Critical Pedagogy for the appropriation of scientific knowledge and the overcoming of capitalist society.
