As a result of the Managerial Reform of the Brazilian State and the staggering process of elementary school municipalization, several towns established partnerships with the private sector. This paper addresses the motivations behind the implementation of a handout teaching system (sistema apostilado de ensino - SAE) in the municipal public school network (rede escolar pública municipal - REPM) and its implications for the teachers’ work. The research was a qualitative case study carried in a REPM in São Paulo’s countryside. It was verified that managers were motivated by the possibility of improving structural-organizational aspects that could provide a solution to human resource problems as well as contribute to the standardization of the municipal public school system and to the improvement of external evaluation scores. The implementation has been seen as an autocratic process, violating the legal principle of democratic management in schools.
