The article aims to analyze the discursive emphases materialized in continuing education programs for literacy teachers over the last two decades. The research is anchored in a foucauldian theoretical perspective, using discourse as a methodological tool for analysis of the materials. The analysis allowed us to realize that continuing education policies have a predominant focus on the training of literacy teachers, because illiteracy is considered as an important bottleneck in Brazilian education - which indicates that the policies emerge, mainly, from the need to improve performance rates in literacy. Because of this demand, in two decades four programs of continued training of literacy teachers emerged that propagated the statement of improvement of performance indexes in the learning of reading and writing and pointed to the standardization of literacy methodologies. The discussions of this study point to the need for actions that cover the multiple aspects involved in the construction of quality education, which are not restricted only to policies of continuing education of literacy, with the bias of blaming teachers for low literacy rates.
