Abstract

The paper discusses the democratization of access to technology and its appropriation as a human right. In addition to the discussion of issues of ownership of technology, it brings up a school educational clipping to analyze the integration and application of these technologies in school dynamics, attempting to outline some of the political, economic and social discussions involved in this type of analysis. The real state of public education in the country is the reference to bring the topic of digital information and communication technologies (TDIC) to another sphere than the simple, generic and false statement that is democratizing in nature, we are a society knowledge for all. The look on TDIC – as emancipation space – is philosophical and economic, arising theoretical Alvaro Vieira Pinto, who gives us the philosophical perspective of the human right, and Amartya Sen, who argues that the exercise of freedoms and rights predates the economic and social development.
