This study aims to understand the management and educational planning of Brazil and Paraguay for basic education in their normative contributions, seeking to apprehend the influence of international agreements and multilateral organizations and which management conception they present. It is concluded that international agreements have sought to create an educational agenda for the signatory countries, with a managerial management conception, mainly aiming at the eradication of illiteracy and access to universal quality education, in cooperation with multilateral organizations that have been offering technical and financial support since 1990. Both Brazil and Paraguay have sought to establish their educational planning in accordance with the precepts of these treaties, making technical and financial partnerships with the aforementioned organisms that have influenced the educational actions of these countries. Even presenting aspects of this agenda, Brazilian educational standards present democratic educational management as the concept that should prevail in educational planning.
