The role of higher education in development requires educational policies that impact individuals and society. In this article, the evolution of demand for higher education in the period 2000-2020 in Portugal is analyzed by paying attention to public policies conducted in different contexts: periods of economic growth and austerity; periods of center-right and center-left governance; to understand whether there is a link between the demand for higher education and the government’s political framework, accepting the hypothesis that demand varies depending on the political spectrum in which the government is located.
